Stephen brings over 20 years of experience in the planning, procurement, design, and construction of rail systems across the United States and internationally. He currently serves as Lea+Elliott’s Core Systems Oversight Consultant and Project Interface Manager for the Honolulu Rail Transit Project. Known for his strong leadership and coordination skills, Stephen effectively unites diverse project teams, contractors, and stakeholders, playing a pivotal role in successfully advancing complex transit programs through every phase of delivery.
