Scott Kutchins, P.E. – Regional Director
DALLAS/FORT WORTH – Scott Kutchins is in our Texas office and oversees all business activities in the region. With an impressive 35 years in the transportation sector, Scott has navigated the bustling corridors of some of the world’s busiest airports and transit projects. His experience covers the gamut a project life cycle from planning through operations and maintenance. He is currently involved in APM projects at DFW, IAH and DEN and many international efforts as well. Scott provides invaluable leadership at Lea+Elliott, offering structure, knowledge, and effective communication to his team.
Guadalupe Murillo, P.E. – Associate Principal
MIAMI – Guadalupe joined Lea+Elliott as an engineering intern and has developed into one of the APM industry’s leading experts with over 27 years of experience. He is our APM vehicle expert, and his expertise expands into transit system planning, procurement, design and commissioning. He is currently the Project Manager for the Tampa Airside A, C & E APM Shuttle and Train Control Replacement and the new Airside D APM Shuttle Projects.
He is the Chair of the APM Standards Committee and leads a group of U.S. and international APM industry experts who are committed to maintaining and revising the APM Standard, ASCE 21, assuring the standard is current and relevant.
Guadalupe joined Lea+Elliott in 1997. “At Lea+Elliott, I have been extremely fortunate to have worked with many of the original APM pioneers of the industry. I have also been fortunate to have worked on many successful APM projects seeing them from concept to opening day. Being a part of the APM and transit industry is unique and exciting. Nicolas Gutierrez, P.E. – Senior Associate
LOS ANGELES – Nicolas is currently our Deputy Project Manager for the Los Angeles International Airport APM Project. He leads the oversight of the APM systems, field installation, testing, and commissioning activities. Although Nicolas was trained as a Civil Engineer, he has a broad range of skills for effective problem-solving solutions.
When he’s not in the office, Nicolas is a TRN (Trap-Neuter-Return) advocate supporting many cat rescues in Southern California. Nicolas is also a model maker. His creations are in the hands of collectors across the globe.
Nick joined Lea+Elliott in 2008.

Melinda Ring, Ph.D. – Senior Associate
DALLAS/FORT WORTH – Melinda is one of our leading experts in the simulation, modeling, and analysis of complex transportation systems. She has been a key participant in transportation systems planning, transit/facility interface studies, and transit system feasibility studies for projects.
Melinda has been involved in the development of APM concepts for several new airports, integration of new APM systems into existing airports, as well as extending/expanding existing APM systems. Her experience also includes transit systems in urban, university and inter-city as well.
Melinda joined Lea+Elliott in 2000.
