BART Communications – Based Train Control Upgrade

BART is upgrading to a Communications-Based Train Control (CBTC) System, increasing capacity from 24 trains per hour to 30 trains per hour through the Transbay Tube. Lea+Elliott is a member of the Design-Build Oversight team focusing on vehicle interfaces, installation design and system safety operational readiness and is leading the oversight of the communications system, cybersecurity, and training.

Hamad International Airport APM Shuttle

Lea+Elliott led the planning, procurement, design review, and implementation oversight of the new APM shuttle at Hamad Airport in Doha, Qatar. Lea+Elliott oversaw the implementation of the Contractor for equipment manufacturing and factory testing, equipment installation and integration, and system testing and commissioning.

Dulles Corridor Metrorail

Lea+Elliott was a member of the Program Management team for this $5+ billion, 23-mile extension of Washington Metropolitan Area Transit Authority’s Silver Line. We managed the Design-Build Contractor’s activities during system implementation and provided expertise and support in real estate management, environmental coordination, track engineering, systems, and communications, testing and commissioning, FTA coordination, and public outreach.

Singapore Changi Airport Terminal 5 APM
Singapore
Changi Airport Group (CAG) is developing a Terminal 5 (T5) at Singapore Changi Airport that includes two new APM systems–an Intra-terminal APM connecting the T5 facilities and an Inter-terminal APM connecting T5 and existing Terminal 2. CAG is exploring the latest in innovation and emerging technologies to enhance the passenger experience and optimize system operations & maintenance. Lea+Elliott is the Master APM Consultant providing consultancy services for both APM systems. L+E completed the concept and schematic design phases for both APM systems including interface coordination with the facility design consultants, innovative technology consultations with suppliers, and procurement strategy development.

Honolulu Rail Transit Project: Skyline

For implementation of Skyline, Honolulu Authority for Rapid Transportation’s driverless, fully automated light metro transit system – the first in the U.S. – we serve as the Core Systems consultant overseeing the design, construction and testing of the system. In addition, we actively assist the Authority in all aspects related to system operational readiness, including system interface and integration, safety certification and operations/maintenance. The Core Systems includes Passenger Vehicles, Automatic Train Control, Traction Electrification, Supervisory Control/Data Acquisition, Operation Control Center, Passenger Screen Gates, Communications, Fire Detection/Alarm System, and Maintenance of Way Vehicles.

Los Angeles World Airports (LAWA) is implementing a 2.25-mile-long APM system as part of its $5.5 billion modernization program. Lea+Elliott is the APM System Consultant, responsible for the Project Management, Construction Management of the Operating System elements, including rolling stock, controls, guideway equipment, power distribution, station and maintenance equipment. We also led the planning, engineering, and procurement services and developed the Operating Systems’ performance-based technical specifications.

Phoenix Sky Harbor International Airport PHX Sky Train®

Phoenix Sky Harbor International Airport has implemented a 5-mile APM system (PHX Sky Train®) that connects parking, terminals, the regional light rail system, and the consolidated rental car facility, enhancing overall efficiency. Lea+Elliott served as the APM System Designer, providing Program Management and Project and Construction Management services managing the system definition, design, procurement, construction, and implementation.

Tampa International Airport SkyConnect APM

SkyConnect has three passenger stations, is 1.4 miles long, and connects passengers from the airport’s Main Terminal to the Rental Car Center and a parking garage. Lea+Elliott was the Airport’s APM System Consultant providing Project and Construction Management services for the APM DBOM contract that included oversight of the design, construction, installation, testing and commissioning of the SkyConnect. Lea+Elliott is also providing O&M oversight services for the SkyConnect.

North Central Texas Council of Governments Automated Transportation System Study
DFW Area, TX – USA
Lea+Elliott assisted the NCTCOG with evaluating automated transportation system (ATS) technologies, including electric vehicles (EV) that were compatible with the Dallas/Fort Worth region’s goals. We developed modular infrastructure guidelines to serve as a guide for ATS technologies in various applications. We also evaluated the incorporation of wireless electric vehicle charging technologies within the guideway pavement.

JTA Ultimate Urban Circulator (U2C) Program

The Jacksonville Transportation Authority has been developing the Ultimate Urban Circulator (U2C), a program aimed at converting the Skyway ATS into an Autonomous Vehicle (AV) network. Lea+Elliott, as a subcontractor to RS&H, was involved in the initial phases of the U2C Program and was a speaker in the 2017 JTA AV Forum. Lea+Elliott was also involved with the RFI process for AV suppliers and contributed to the development of a Transit Concept and Alternatives Review (TCAR) report detailing the operating system elements to be considered for development of the U2C Design Criteria.

Newark Liberty International Airport AirTrain Newark Replacement

The existing AirTran Newark is being replaced with a modern 2.5 mile APM AirTrain system, a key element of the airport’s overall transformation. On behalf of the Port Authority of New York and New Jersey, Lea+Elliott is the APM System Consultant overseeing the planning, procurement, design, and construction of the replacement system. Lea+Elliott was the APM System Consultant for both the original system and previous extensions.

Orlando International Airport Gate Link APM Shuttle Replacement and Terminal Link APM
Orlando, FL – USA
The Greater Orlando Aviation Authority (GOAA) embarked upon the replacement of its original APM shuttles, Gate Link, with a more technologically advanced APM system, as well as implemented a new landside APM system, Terminal Link. Lea+Elliott was GOAA’s APM Design Criteria Consultant (DCC) and led the planning, procurement, implementation, testing and commissioning, and currently provides O&M oversight. Lea+Elliott has been actively involved with all aspects of the APMs at GOAA since the mid-1990s.

DART Light Rail Transit Systems Modernization
Dallas, TX – USA
Dallas Area Rapid Transit’s light rail transit system, the largest LRT in the U.S. is performing a major overhaul of their signaling system to modernize and make the entire system uniform. As part of the Systems Program Management Team, Lea+Elliott will be performing System Integration of this system along with other elements including vehicles and communications. This work will take place over the entire system over the next 10 years.
