Lea+Elliott offers planning services for a broad range of transportation technologies and we have experience in all modes of transit. We have conducted over 300 planning/feasibility studies for various kinds of automated and non-automated transportation systems. Lea+Elliott's planners, many certified by the American Institute of Certified Planners, regularly perform alternatives analyses to determine environmental, cost, operational, and mobility benefits of transportation options. The results of these analyses are used to inform local officials and community members of the benefits, costs, and impacts of planned transit systems.

Lea+Elliott has a multi-disciplinary staff that is qualified to address all the technical and system-related issues that can arise during transit system procurement and implementation. Many of our staff worked for equipment and system suppliers and can provide you with an in-depth understanding of the complex nature of these systems and how different equipment responds in different design scenarios. Other members of our staff have worked for public transit agencies and system owners and understand projects from the owner’s point-of-view. We boast one of the strongest teams of train control and vehicle systems engineers available anywhere in the world, many of whom are registered professional engineers.

Procurement and Contract Management

Lea+Elliott is well known and respected internationally for our success in project structuring and procurement of transit systems and rolling stock. In the 1970's, we pioneered and perfected the design?build?operate?maintain (DBOM) procurement process and developed the approach for performance-based specifications. Both have been successfully used on dozens of our projects and also have been adopted by the industry as a standard. Our procurement documents were approved for use by the FTA for the Honolulu Rapid Transit project in the early 1990's and have since become industry standards, applied to AGT and rail transit projects worldwide. In keeping with our pioneering spirit, Lea+Elliott is actively leading the industry with project structuring innovations that include creative finance/funding opportunities that are coupled with project delivery strategies. These are carefully designed so they do not compromise the owner’s defined goals and objectives.

System Refurbishment and Vehicle Overhaul

Lea+Elliott pioneered the master planning, procurement and development of driverless transit systems in the early 1970s. In recent years, we have experienced a steady increase in requests to manage the refurbishment and overhaul of these and other systems, as critical components wear out or become obsolete. Lea+Elliott has been at the forefront of this modernization replacement effort.

Program Management and Oversight

Since 1973, Lea+Elliott has managed the design, construction, testing and commissioning of dozens of transit systems. Members of our staff are often assigned full-time to project delivery offices where they work in concert with the owner’s program management team to see the project through to successful completion. Through this work, we employ various types and forms of project controls to ensure that each project stays on-schedule and on-budget. A natural outflow of this work is program management oversight, where our professional staff provides oversight services at the highest level to keep the owner apprised of the project status and to identify and quickly mitigate any threats to on-time and on budget completion.

Infrastructure

Our architects and engineers specialize in defining and providing all of the architectural data and systems information required for locating, sizing, and designing facilities for transit systems.
