Jack Norton
Jack Norton is the president and CEO of
Lea+Elliott and is responsible for the direction
and operation of the firm. He is a member of several industry
professional organizations and serves as the
chairman of the American Society of Civil
Engineers' Automated People Mover Committee.
Jack received a Bachelor of Science in mechanical
engineering from South Dakota State University and
a Masters in Business Administration from Grand
Valley State University. He has been with

Philip Castellana
Philip
Castellana is the firm's chairman of the board
and is principal-in-charge for the Washington Dulles
Metrorail extension. He is also
one of the firm’s most talented vehicle and
systems engineers. He has over 30 years of experience
in the transit industry, all of which have been
dedicated to the design and implementation of
rail, bus and fixed guideway transit systems.
Philip received a Bachelor of Science in
Mechanical Engineering from Carnegie-Mellon
University. He has been with the firm since 1984.

David Casselman,
AIA
David is an executive vice president and director
of the firm’s Texas office. David is an
architect with 30 years of professional experience in
planning, engineering, design and construction. He
has provided transportation planning and design
expertise for transit projects at 31 airports
worldwide. David received a Bachelor of
Architecture from Kansas State University. He has

Steve Perliss,
P.E.
Steve Perliss is a principal and regional director of the firm’s San
Francisco office. He also directs overall business
development activities for the firm. Steve has over 15 years of
broad-based experience in planning and engineering
on a wide range of automated transit system
projects. Steve
received a Bachelor of Science in mechanical
engineering from the University of Hawaii at Manoa.

Sanjeev
Shah, P.E.
Sanjeev Shah is a principal and regional director in our Florida office.
He has extensive experience in the planning,
programming, design, procurement and project
management of automated people mover systems. Sanjeev also served as president of the National
Council of Structural Engineers Association. He
received a Bachelor of Science in civil
engineering and architectural engineering from the
University of Miami and a Masters of Science in
structural engineering from the University of
Texas at Austin. He joined Lea+Elliott in 1998.

David Little, AICP
David Little is a regional director in the firm’s Virginia
office. David has extensive experience in the
development, planning and evaluation of AGT, bus,
freight railroad, high-speed and conventional rail

Science in transportation engineering from the

Harley Moore is a senior principal with Lea+Elliott. He has

Diane Woodend
Jones, AIA, AICP
Diane Woodend Jones is a principal with
Lea+Elliott and deputy regional director in the
Texas office. She has over 25 years of professional
experience in architecture, airport planning, and
transit planning, with extensive experience in
transit facilities interface planning and
implementation. She received a Bachelor of
Science in architecture from the University of Texas at
Arlington and a Masters of Business Administration

Russell Green, P.E.
Russell Green is an
associate principal with Lea+Elliott and
a deputy regional director for our Virginia office.
He has over 16 years of experience in
transportation systems design, procurement and
contract compliance. Russell is well versed in
vehicle design, manufacturing, scheduling, and
cost estimating. His background includes a
unique combination of civil engineering
education and mechanical engineering practice.
He received a Bachelor of Science in Civil
Engineering from Clemson University. He joined
Lea+Elliott in 1995.

Rod Falvey,
P.E.
Rod Falvey is a deputy regional director in our Florida office.
He is one of Lea+Elliott’s most seasoned APM
design engineers. Before joining us, he served as
lead design engineer for a major APM system
suppliers with responsibility for design,
integration, installation and qualification
testing of all vehicle mechanical subsystems. He
received a Bachelor of Science in both Mechanical
and Electrical Engineering from Drexel University.

Huy Huynh is a principal with Lea+Elliott, as well

Ron Sheahan is a principal with Lea+Elliott. He
