Administration (FTA) Project Management Oversight (PMO)
Services
Lea+Elliott has a long
history of providing services to the FTA. Since 1987,
our firm has played an integral role on various FTA
projects; the most significant being our recurring role
on FTA’s project management oversight contract for large
capital projects. We served as an extension of FTA staff
during our first project management oversight contract
in 1998, providing project management oversight,
construction management and value engineering throughout
the United States. During this time, our work focused on
the San Francisco BART Capacity Expansion Program and
the BART Rail System Airport and Colma Extensions,
SEPTA’s Frankford Elevated Reconstruction Project, and
the Northern New England Passenger Rail Authority’s
Restoration of Passenger Rail Service Project.
In our current PMO contract, Lea+Elliott
has been selected to provide monitoring, overview and
quality assurance services during the 2003-2008 term.
Our first project brings us to New York City where we
are part of a multi-consultant team performing oversight
of the Fulton Street Transportation Center project and
the South Ferry Terminal project. These projects are two
of the three major projects which make up a $4 billion
federally funded program to address transportation and
economic development needs in lower Manhattan in the
wake of the September 11th World Trade Center impacts.
Lea+Elliott is responsible for all systems elements of
the project oversight for the PMO team including
signals, power, mechanical, electrical and interface
issues. In addition to systems, we are contributing to
the team’s work in Risk Assessment for both projects and
monitoring other issues including real estate, historic
preservation, permitting, QA/QC, operating plans,
utility relocation, safety, schedules, construction
logistics, standards and staffing/resources issues for
each project.
