Amtrak High Speed
Trainsets
Lea+Elliott supported the
implementation of the first high speed rail system in
the United States. Amtrak engaged Lea+Elliott to conduct
a review of its procurement documents for the
acquisition of electric and dual-mode trainsets,
maintenance services and three maintenance facilities.
The electric trainsets provide service between
Boston and New York at a top speed of 150 mph. Following
a 30-day review of their procurement and contracting
documents to ensure that the documents met with their
corporate objectives and would provide a high quality
product at a low technical risk, a summary report was
furnished to the president of Amtrak.
Upon completion of the initial project, Amtrak again
awarded Lea+Elliott a contract to assist in evaluating
the resultant proposals. Lea+Elliott performed an
independent evaluation of proposals, audited the
evaluation process, and provided documentation to verify
that the proposals complied with Amtrak procurement
standards. Since award of the High-Speed Trainset
contract, Lea+Elliott continued to provide oversight on
the program and enlarged its responsibilities to include
oversight for the right of way and fixed facilities
upgrades over the entire Northeast Corridor,
electrification and resignaling of the North End from
New Haven to Boston, construction of new maintenance
facilities in Washington, New York and Boston, and
contract maintenance services. The total program value
exceeds $2.6 billion, with a large portion of that
budget dedicated to new rolling stock.
