Contract Documents Specify Performance

We are pioneers in specifying system performance in our contract documents, rather than design details. In our work, we continue to refine and advance this technique for all types of transit systems, ranging from high-speed rail to automated transit systems. Performance contract documents benefit owners by maximizing competition and innovation among suppliers with different technologies.

Our experience includes DBOM (design, build, operate and maintain) procurement of 26 systems over the past 30 years. Technical requirements developed for these projects have become industry standards, now widely used by others. To assure uniformity and accuracy of our procurement documents, we maintain a proprietary Procurement Guide, which is used as a tool in developing all new procurement documents. Our Procurement Guide is updated with each new project, and thus contains the most current practices and procedures for efficient procurement that have been garnered from our experience. Importantly, all of our procurement documents are customized to reflect the legal requirements and purchasing procedures of our clients.
